Project Overview

Strike Energy is progressing the development of the South Erregulla Peaking Power Plant (SEPPP) — an 85 MW gas-fired power station forming part of Strike’s integrated energy development within the South Erregulla Precinct. The project leverages gas from the South Erregulla field (Production Licence L24) to provide fast-start generation capacity to the South West Interconnected System (SWIS), supporting the firming of renewable energy within the Wholesale Electricity Market (WEM).Awarded Certified Reserve Capacity (CRC) by the Australian Energy Market Operator (AEMO), SEPPP represents Strike’s first step into electricity generation — a major strategic milestone for the organisation as it transitions toward a fully integrated energy producer.


Devbase Role

Owner’s Engineer – Electrical Systems, Integration and Operations Readiness

Devbase Group has been engaged by Strike South Pty Ltd to provide ongoing support to the senior leadership team through the role of Owner’s Engineer. Our focus is on managing and integrating the design, commissioning, and operational readiness of all electrical and instrumentation systems across the power plant and associated 132 kV transmission line connecting to Western Power’s network. Devbase’s engagement encompasses both technical assurance and strategic oversight, including the development of assurance frameworks and risk reporting mechanisms that inform executive and board-level communications.Our scope of work includes:

  • Design Assurance & Integration – Reviewing and coordinating interfaces across consultants, OEMs, and delivery partners to ensure a cohesive and compliant electrical systems design.
  • Interface & Compliance Management – Supporting the alignment of Strike’s project delivery with Western Power’s technical and operational requirements for grid connection.
  • Operational Readiness & Assurance – Developing the Operational Readiness Plan and progressing readiness reviews for Business, Commercial, Asset Operations, Asset Maintenance HV, electrical, and control systems to enable safe energisation and operation upon commissioning.
  • Leadership Support & Risk Oversight – Providing structured reporting and assurance inputs to Strike’s senior management and board to support informed decision-making and project governance.
  • Licensing Enablement – Assisting with the identification, planning, and integration of organisational systems, competencies, and procedures to meet the requirements of the Transmission Licence and market participation.

Key Contributions to Date

  • Draft development of the Operations & Maintenance Philosophy for the electrical and high-voltage systems to guide future operating models.
  • Supported the specification and engagement of specialist service providers for commissioning, testing, and ongoing maintenance.
  • Establishing the framework for high-voltage operations, competencies, and procedures as part of Strike’s entry into transmission ownership.
  • Provided ongoing assurance reporting to the board and senior leadership team, addressing risk exposure, readiness status, and compliance planning for board communication.

Current Status

The project is in active development with Devbase continuing to provide Executive Advisory and Owner’s engineer support through detailed design finalisation, procurement, and early commissioning preparation stages. Our involvement is ensuring that technical, organisational, and compliance requirements are aligned to enable a safe and successful energisation and long-term operation within the SWIS.
