Our state-owned Electricity Transmission client, is undergoing transformative network changes and needed expert support in streamlining and updating their commercial and technical approach to connection and access agreements.
The Solution
Our experienced consultants were engaged to work across a number of critical workstreams in both the traditional regulated networks and renewable generator connections space:
- High Voltage Grid Connections
Our experts reviewed all sources of data and verified whether the artefacts collected complied with the substantial documentation requirements for the establishment of new connections in compliance with the National Electricity Rules (NER). On that basis, we developed an electronic document management and retention system incorporating management of change elements for updates that needed to occur. Our advisors then trained our client team in the application of the new system and was able to further refine the process and fidelity of the records as a result of client feedback.
- CopperString 2.0
Our client was undertaking preparation for transitioning the the privately founded Transmission Line project (~1000km 500kV between Townsville and Mt Isa) ahead of Government decision to transition the project to be built owned and operated by our client. Our Executive advisor partnered with our Clients’ Commercial Services Team to develop separate templates for Connection, Maintenance and Project Works agreements whilst providing technical and customer facing support for this iconic transformational project for Queensland.
- Large Scale Grid Battery Energy Storage Solutions (BESS)
Our team worked to develop a process and underlying procedures to enable the commercial implementation of the first Large Scale Grid Connected Battery Energy Storage System (BESS) in Queensland for new customer connections, meeting NER 5.3.9 requirements. Our executive advisors analysed the entire value chain from the initial Expression of Interest to market, the requirements for BESS connections, as well as onboarding of new BESS clients. Our advisors led the commercial development process which engaged investors, developers and other government owned utility entities.
Devbase Impact
We were able to uplift our client to demonstrate compliance of existing HV connections as well as develop a robust traceable process for new connections. The Commercial Connection Team now has template documentation at hand underpinning new clients signing up alongside the 840 km CopperString project connecting the National Electricity Market (NEM).
