Independent Assurance on Regulatory Investment Test Submission for Future Transmission Operations Technologies

The Challenge

A government-owned transmission network operator sought independent expertise to review and assure the development of a Regulatory Investment Test for Transmission (RIT-T) submission. The submission focused on a suite of operational tools intended to uplift network visibility, situational awareness, and system control capabilities—critical enablers of a more dynamic, decentralised future grid. The client required confidence that the submission would stand up to regulatory scrutiny while also addressing broader stakeholder expectations, particularly in a complex and evolving investment landscape.

Our Approach

Devbase Executive Advisors were engaged to conduct an independent assurance review of the draft RIT-T documentation. Our review covered:

  • Alignment with the National Electricity Rules and Regulatory Investment Test for Transmission (RIT-T) guidelines
  • Clarity and justification of the investment need, benefits, and timing
  • Testing the reasonableness of options assessment, cost-benefit analysis, and scenario modelling
  • Framing of key assumptions in the context of system operations and future needs

In parallel, we considered how the proposal might be viewed by consumer advocacy groups, particularly regarding the prudent and efficient selection of operational technologies justified under the AER's RIT-T framework. This involved stress-testing the submission’s narrative and evidence base to ensure the investment options reflected best value for consumers and aligned with public expectations of accountability and efficiency.The review was also made more complex by shifts in broader system priorities and policy settings, requiring dynamic consideration of timing, risk and staging.
