Operational Technology Sourcing Strategy Development

The Challenge 

Our client, a Privately Owned State Electricity Transmission Network Service Provider set out to prepare a sourcing strategy for Operational Technology Systems and Tools to support the States' Transmission Network Control Room development roadmap. The sourcing strategy would be fundamental in the preparation of a future RIT-T from the Australian Energy Regulator to fund the roadmap's implementation. Devbase were invited to propose industry specialist advisor to support the Future Control Room Team, and provide input into the clients' sourcing strategy. 

The Solution 

The Sourcing strategy strategy was to be underpinned by a market scan. Devbase assisted the Client team with a market scan to identify suppliers and provide input to tender materials covering the following areas: 

  • EMS/SCADA Enhancements
  • Network Planning tool enhancements
  • Data management and network modelling
  • Asset management and outage management system improvements
  • Operational and environmental forecasts
  • WAM and HSM Smart Device Management
  • System Strength, Inertia and Fault Monitoring
  • Alarms management and visualisation
  • Training and operational documentation

 Our advisor was instrumental in reviewing industry standards and international guidance provided by EPRI, in support of best practice for evolving power systems hosting high degrees of embedded inverter based generation. The Client was receptive of Devbase recommendations made to augment international guidance to meet the forecast requirements of the east coast National Electricity Market taking into consideration learnings from our broader NEM engagements and trends in people and capability
