Two state owned and publicly listed Electricity clients, required expert advice and peer review from time to time on problems requiring a deep domain understanding across both Technical and Commercial matters. The Solution
Our executive advisors have provided guidance on a range of critical matters:
- OPEX Cost Model:
For a large transmission project, a cost review was conducted using AEMO’s Transmission Cost Database in relation to a 500 kV network construction project. Our advisor also provided assistance in the set up of maintenance services contract.
- Transmission REPEX Model Development:
Our SME was engaged to develop a 35 year Replacement Expenditure Model for a ~$6B Renewable Energy Zone network. Our expert had to understand the cost drivers, benchmark with current Australian and international cost trends, ensure alignment with the various design and functional specifications as well as model sensitivities to come up with a unitised cost model. - Independent REPEX Assurance Study:
Devbase was engaged by our Transmission Network client to perform independent benchmarking of the replacement CAPEX cost model on CopperString , a major 500kV Transmission line Project. Using our in house REPEX/OPEX cost model, our SME undertook a review of the cost inputs to replicate a comparative REPEX cost profile to identify anomalies across each asset and maintenance class. This approach exposed anomalies for deeper dive review of cost assumptions. A top down comparative cost profile was then developed using Australian Energy Regulator (AER) RIN data for other Network Providers to complete the cost calibration process. Our report was provisioned to Government Shareholders to qualify our client’s operating cost assumptions.
