Property Project Portfolio Management

The Challenge

Devbase was engaged to implement portfolio management across the property portfolio for a Transmission Electricity business for a significant state region undergoing  growth in keeping with the Queensland Energy & Jobs Plan. Significant increases in regulated and non-regulated projects across our client's Transmission Network, meant that the Transmission Service Provider was required to adjust the management approach to Property requirements.  This increased volume of requirements is further complicated through the social license obligations, customer engagement requirements and land and environmental approvals associated with acquiring easement and land.  Devbase was engaged to implement portfolio management across the property portfolio across a significant state region. 

The Solution

The work included the development of a portfolio management plan in alignment with Project Management Institute (PMI) of Project Management. The Portfolio Management Plan (PMP) was required to provide benefits and control not available by managing individual projects and programs, and to ensure all portfolio objectives and goals were achieved. 

The PMP included scope, schedules, governance. Devbase was also required to provide guidance on the strategic approach to land and easement acquisition and approvals across the portfolio and resolving operational escalations. Many cross-business stakeholders were engaged to implement the change successfully. 

Changes to the business system associated with project management were made, to enable a property portfolio report to be developed and maintained. Development of GIS layers were also developed, to enable the geographical representation of all projects and programs across the region.  

Our consultant was engaged to review and uplift the process for portfolio management and subsequently provide day to day oversight of the portfolio management while the management function was established under an organisation restructure within the Project Management Office
